I know who caused the Johnstown flood of 1889 that killed over 2,200 people.
It seems the Carnegies and the Mellons had a littile country club up by a lake which was made by a dam that wasn't maintained.
If any natural disaster can be blamed on humans, this one is it.

Maybe not literally all the time, but it's definitely not the first time. It happens when you build on a flood plane that's been there since the Mississippi river has.
