Voted : You had to live it to understand it...
As someone who has been here since 2004, let me say welcome.
An old proverb states that every User that has ever joined B&W has brought Joy to this site…

…and some permanently and some have just moved on.
First things first, remember to always heed the advice from your UncleRandy.
Now that I got that out of the way…
Let me try to answer your question. At one time, back a couple of years ago, we had a lot of Users and Superusers super was given to people who helped get this site up and running. And with that. LCD needed money. He asked for donations. Those that gave, he made Maintainers Superusers and Ultrausers these people were like Lieutenants and LCD was the Captain. They Helped control what content was appearing on a day to day basis.
Some of these people became worse than the people they were supposed to be watching over. Because they had super powers they could wipe ballots give negative Aura and Karma. Which was the goal back then, (to get as much Karma and Aura as possible). LCD finally put his foot down and started to suspend certain users for their attacks on other users. Either by wiping the ballots or suspension. And he also suspended them for certain language they would use. He really didn't like the Neo-Nazi type that got in and kept posting ballots that Hitler had the right idea and he also doesn't like it when you use the word C@NT! But when somebody was expelled they just got on another computer and registered again under another username (an ALIAS as they are called).
So there became a time when LCD kind of let the site run itself. My Aura did not work for a few years. I finally got some in the past few months. The time before that was back in 2004. A lot of things were just left as they where. When LCD finally came back stronger, with updates and new stuff. He expelled a few of the users that were really bad. But to keep them off he had to shut down the new membership function so the jerks would not just re-register. So when you see a lot of the same ballot calling someone a name and it goes on forever, it is the same kid that does it. Almost every Saturday he does it. He is an expelled user. He was a little too obnoxious but he had a lot of usernames, so he comes back to this site on the weekends and starts over again. Until a Maintainer can wipe those ballots and shut off his registration attempts for awhile until he goes away. You know the saying...
Don't go away mad, just go away.
A lot of people think they have a right to say what is on there mind, like what is in the First amendment. But what they forget is that this is not a democracy here. It is LCD’s way or the Highway. It’s not like he would not give someone a chance or two, but some people have really gone over a line. And some really good users left because of the harassment and never came back. You will notice that politics is a very good way to get under someone’s skin, as the case maybe. If you say something about a certain party or political figure that someone else may not agree with. But in general it is a fun place to visit.
Most people here know more about me than my friends and/or co-workers.

LCD Drove all the opinionated people away.
Now all that is left is a bunch of Church Mice and ass kissers trying to stay on his good side or suck up to him.
Oh yeah, he got rid of all the people that were polically incorrect too.
So now he has whittled things down to a well trained bunch of users who behave within his narrow set of guidelines.
Just like everything else that starts out fun, is ruined by the Opressors.
