They better ask someone who knows how to get one and who has one :) Anyway, the U.S. government usually is comprised of individuals who's needs/wants/and gotta haves are taken care of anyway, so why should they care about those who aren't in their league? When its done, Palestinians who work "outside the ghetto" could pass it, just like with the fence in Gaza. Now and before the construction of the fence they weren't allowed to, because Israel couldn't stop the terrorists who passed to Israel. Because of that difficulty, and lack of possibility that terrorists will infiltrate to Israel, Israel had to put a siege on the cities, and block the roads. But you're right, fencing an area automatically makes him a ghetto - like Mexico for example. Too much arab propeganda for you probably.
