Actually the Russian Federation's system of government is called the "semi-presidential system". In such a system the democratically elected President usually appoints a Prime Minister, with the approval of the legislature, who will share executive power over the said state with the President. Countries such as France, Finland and Egypt have adopted the same system, which greatly differs from any form of communism. Georgia also runs on the same system too; so to say Russia is communist and Georgia is not...
