Well technically the Chechen Republic is no longer a breakaway region of Russia, after the first Chechen war, the Chechen Republic did gain de facto independence, or was technically a breakaway region, during that time it was known as "The Chechen Republic of Ichkeria." But the Russians retook the region during the second Chechen war, sparked after the Chechen's killed dozens of innocent Russian civilians by bombing several apartments in Russian cities and when Chechen islamic militants invaded the Russian Republic of Dagestan in August of 1999. After the fall of Grozny, Russia installed a pro-Russia, Regional, government, and the Chechen Republic has been a Republic of the Russian Federation ever since. Since then things have been relatively stable in the Chechen Republic. Chechens elect their own regional government, the Chechen economy has significantly improved since re-joining the Russian Federation, I fail to see in where they would need protection. Also, IMO, Russians are not evil. Some Russians are evil, some aren't. One of the only things you can call a population of 150,000,000 is diverse.
