They're flying and busing them all out in a total evacuation of New Orleans, courtesy of the Bush Admin actually, Ray Nagin said that if anyone stays "they're on their own." That means to emergency services, no shelter.

Hard to say. I think they might have learned their lesson, but they seldom do. As little as the feds did for Katrina though, a lot of the ball was in New Orleans' court. After Katrina hit, Nagin himself was sitting in a hotel room in Dallas while buses that could have been used for evacuation were sitting underwater. I've lived in a hurricane prone state all my life and can remember numerous times seeing the convoy of buses, filled with evacuees, headed north 3 to 4 days before a storm was to hit. You just don't sit around and wait for Washington to hold your hand.

After being too preoccupied with attacking, then "saving" percieved threatening Countries with a "whatever it costs" mentality as their first priority, they have smelled the coffee but I don't think their response will be what it should be nonetheless...
