Voted : Tadmor Military Prison ~ Syria
Hard to say. They're all bad due to different reasons, but I think Tadmor is probably at the top of the list. It's known for it's regular and unspeakable torture.
There's one in South America somewhere that is known for operating on inmates without anesthetic while they're wide awake.

I've seen this institution as I was driven by it. The sight of the outside of it alone is enough to keep me on the straight and narrow...
The worst prison in the world eh? How about school?
I don't know. But I did visit the grounds at San Quenton and they were lovely with many wild turkeys strutting around. The signs posted as you drive in were kinda spooky though.
