not if they tell you they're raising their prices. if they continue to advertise only 99 cents then yeah, but if it's the name of their stores and they publicly inform of the increase, then no, it's not false advertising.

They should call it "Dollar Minus" or "Dollar Less" or something because it is almost a dollar store now.
Or they should call it "99 Cents Not Only".
Or "99 Cents Only-ish".

In Atlanta, all of the 99-cent stores have changed their names to dollar stores. One owner specifically said that he was doing it to avoid possible deception of the customers.
