No. The overriding duty of the police is to ensure the safety of the public. Speeding at 100 miles an hour, failing to yield, emerging from the vehicle in a state of complete hysteria before explaining that your dog is dying and unintentionally revealing you're bipolar does not inspire confidence in your ability or willingness to drive safely at that moment. Was the driver's behavior understandable? Of course it was. Could the officer have acted in a more respectful manner after ascertaining the nature of the situation? It seems that way. If the driver had not been pulled over would he have made it to the hospital safely? Probably. Like so many of these clips, this one only shows us what appears to be the climax of the situation. It does not show us just how dangerously this guy was driving, how long the pursuit was, or the behavior and actions of any of the participants following the arbitrary cut-off point in the footage.
Beyond the obvious it's hard to say what the officer(s) could have done better without knowing what they did in the first place. What were their options? Could they have called someone? Did they? What was the other officer doing? My understanding is they detained the driver for about 15 minutes before writing him a ticket and letting him go. I just wish there was a way of seeing the whole thing.

^ what a public employee who is paid by the person who he is berating, he should have taken the dog along with the guy to the hospital, BEFORE sitting there talking down to him for 15 minutes.

he can ticket him, take him to jail whatever afterwards, what, he can't take a few minute to save a dogs life which obviously mean so much to this guy?

cop probably spend 100x that time at a donut shop. police services are exactly that, a service. if he doesn't want to provide a quality service, he should go find another job, maybe sweeping out dumpsters - which he is probably qualified for, since most cops barely got high school education :)

^No argument about whether or not that would've been the humane thing to do, though one has to wonder how much discretion an on-duty police officer actually has to transport a civilian for a pet-related emergency. (And of course if the officer was dispatched to another location during the transport, the dispatch would have to take precedence.)
