A few babies have been born addicted to drugs the mother never took. The mothers' bodies produced the chemical equivalent of the drugs the babies were addicted to. That was just so weird.

A pregnant woman under any care at all would have to be stupid not to know that what she puts into herself gets into her unborn child.

Yes, she should be arrested. The bad thing is that by the time the child is born, the damage to it is already done from the drug abuse. So now the question becomes "Should all pregnant women be drug tested?"

Arrest will not serve the best interest of either Mother or child. That said, I believe, based on my knowledge and experience with addicts, the best action is to require mandatory Drug treatment and community supervision/monitoring before the mother is permitted custody. Follow up with periodic drug testing and strict guidelines for assuring the child is being well cared for.
I don't believe society should have the authority to deny parental rights permanently. People are products of environment. No one can or has ever entertained a flawless upbringing or can claim right to judge some errors being permissible over some other. We are imperfect by nature, why should one imperfection be denied rights over anthers imperfections. The important thing is tolerance, support and love for each other regardless of our personal imperfections.

No. Though I think there does need to be some psychological evaluation done to determine the fitness of the mother. There are some who are good and fit people, they're just addicted to drugs. Then there are some who are literally just addicted to drugs. That's all they care about, and they're unfit as parents.
Being a parent is not something to be taken lightly. That's why some really don't need children. And it's also why having a baby has given many mothers a reason to turn their lives around. A 'without question' jail sentence would do more harm than good.
