We broke it, we need to pay for it. You're right. A great many of our bridges, levees, and damns are in need of repair. Many need serious repair. Many of the bridges are in good condition and only need minor work. However, some of these, according to a local article I was reading last month, have "feel through non-existent cracks" and qualified for replacement. Not just a replaced reflector, but a brand new bridge. Our county does this every year in regards to the farm roads. They'll have have a perfectly good road repaved simply because the state gives them money to do so. The more money they use, the better guarantee that they'll get at least that much money the next year. Deals are worked, bids are accepted, and money is pocketed. I've got an idea. Let's cut government waste.
^I agree, Bush caused Iraq to be broken, and I'm not buying "look what Saddam Hussein did" I think China probably has a worse human rights record

Aren't the American bridges, dams, levees and cities being rebuilt with "Stimulus Money"? Well, no. One county in New York received some of this "Stimulus Money" to use any old way they wished and it was used to buy beer and cigarettes. Only one of many! uses of the "Stimulus Money".
LOL we didn't 'break' Iraq, their infrastructure was already in horrible disaray from the UN sanctions.
