It would take care of the over population problem that's for sure, but I don't think anyone but the parents to be have the right make such a decision
Wouldn't that mean a lot of people having babies in their 60's?

or just better financial management, and/or cheaper houses when people finally realize what is going on and revolt against housing prices.

Yes but the mortality rate of the species you mentioned is sky high, the main reason being the environments in which they are brought up in. No I think those with a firm financial plan in place which will guide them to financial independence should be allowed to children. I think anyone should be allowed to children, I also think everyone should use their best discretion on such a choice.
^ I gotta disagree with you there. there are people living in some premitive societies that can be included in this. the world we live in is artificially created. it can be fixed surprisingly easy if we let nature take things over without intervention. no amount of tax subsidies and brainwashing will completely delay what is inevitable however. Soon or later the market forces or simply common sense will take over.
