you don't need to be extremist to be considered a theocracy after all England is a theocracy and israel is too pretty much.
You need to be a christian to be the president of the united states too, that qualifies the US as a theocracy also.
So lets send ALL theocracies to mars and the world would be a much better place. Of that there is no doubt.
