With .NET the language you choose is more personal preference. They all have access to the same librairies and run nearly the same speed. non .NET? You are painting yourself in a corner...

Depends on what you're using it for. And how good you are. VB is good if you're not an especially accomplished programmer looking to knock some little app up quickly. When you're writing video games C++ is the only serious choice, unless you're REALLY good and working with a small-ish code base, in which case C.
FORTRAN forever! Actually, all I've ever written in is C64 BASIC and 6510 Assembler.

For viruses, it's better to use machine code directly.
As kaitain said, it depends on the task and one's skill level. I'm an assembler fan because anything and everything can be done with it.
