Call the cild services or the police but do something!!! NOW! She is a little kid she needs help. It´s better for her to get away from her parents at least over a longer period than be treated like that. The parents hopefully get shocked and start to think about what they are doing. If they really interested in her,
the child service will offer them supervized visits and help to reunion the family. Provided that the parents prove that there is no danger for there daugther to get abused again.
So do something!
I believe you Buzzer. I've heard a father say to his daughter "go away your disgusting" too. I have also known a mother who would hit and neglect her child. I think you should make friends with the family and the little girl, and try to sort things out yourself. If you call all these people and tell on the parents, you will only upset and worry the little girl.

Just call the Family service people on them, it's a lot smarter than these asshoes suggestions and your own!
It's awful when something like this happens to a child. unfortunately I have to say that the same thing happend in my building. in this case it's a 4/5year old boy. he's even afraid of his mother. I once saw him to his father's arms in tears. and as he leaves for work the poor kid cryes for him in the stairs. personaly I don't know what to do either. the cops won't do a thing. it's a shame

You should report child abuse whenever it happens. Way too many people choose not to get involved, and that is how many children die every year...If you turn them in enough times (anonymously of course) and they get arrested a couple of times, they'll probably get the message. Also, since you know this is going on, you could get in trouble by not reporting it. The cops can trace your IP address (hell, I could do it...) and arrest you if you don't do something and the child does end up hurt...since you knew it was going on and did nothing...
The other thing you could do is videotape them in the act of abusing the girl then use it to blackmail them...

You should contact the police or child services ASAP. How would you feel if this girl wound up dead one day, and you could have prevented it? This situation is far too serious to ignore.
Unless you physically see the child getting beat, mind your own fucking buisness. Child services will tell you the same thing but in a nicer way.

Throw some nerve gas into their home,it should shut them up,it worked when I had a noisy neighbour.

make a video recording of the location with sound recording. Then get the law to do something, (dont just call the police) go to them get undercovers to do their own investagation. after the child is out of the house, focus on destroying the parents lives, search their trash for ID info ss#, bank statements, bills, anything you can find, make purchases with their credit card #s, turn off their power & phone & etc.., bust out a tail light so they get stopped by the cops all the time. just fuck with them.... get the anarchist cook book for extra ideas. give them a taste of hell! its pay back time!! HAHAHAHAHA

You should phone Child Protective Services. At least then, whatever happens, you didn't turn your back on her. What if they beat her to death? You will be an accessory to her death because you knew about it and let it continue.
Document it with a hidden video camera, or make a day to day journal of what you see.
Then take to the police and the children welfare agency.
There are a LOT of people in this post in need of HELP. That or a BULLET to the BRAIN...
