Mexico - my friends were robbed in broad daylight on a busy street at an ATM machine by a bunch of machine gun toting Mexican cops. Another friend was taken to the station and surrounded by Mexican cops who threatened to beat him up and rape his girlfriend if he didn't have $3,000 wired to them.

I would have to say in hazard ky . One of the cops shot his own drug dog because it smelled drugs on him and the FBI has investigated there more times than I can remeber. I herby dub Perry County , Ky Pill Ville.

A favourite is beating up drunks at Mardis Gras and taking their money. I read where a couple of New Orleans finest did this to an unsuspecting drunk passed out during the Mardis Gras celebrations; however, the drunken victim happened to be an off duty cop from Buffalo, New York! Somebody is going to lose their job and/or freedom over that caper.
