We should give them an ultimatum - stop all your terrorist activity within one month, or Mecca becomes a nuclear crater! If they still keep it up, we'll level (at random) one populous Muslim city per week until they stop!
You people do realize that if he blew up Mecca, all hell will break loose and the war to end all wars will begin, right? And on top of that, we'll lose.
Much as it sounds a good retaliation the thought of Mecca being blown up is truly terrifying - there'd be rivers of blood. Not sure we'd lose, but not sure anyone would win either. All Muslims should become Sufi Muslims and just whirl and contemplate the Divine - maybe there'd be progress then.
