It's been allowed since before bush was born. With the exception of time travel I doubt he had anything to do with it.
We get to fly it the same hieght as the US flag because we were an independent nation before we entered the union, not some backwater territory like most everyone else. So it is in recognition of this and the fact that we are better then all other states combined that we get to fly our flag with the US flag.
