Ehhh, ok man. You know who had ideas like that? Hitler! I believe people shouldnt have more kids than they could afford but to regulate it is insane. You could tax families that have more than two kidds for example, but you cant force them not to have a kid. Also, you say they should prevent people who are ugly, or have some kinda flaw from having a kid. First of all, who decides who is ugly or not. It's subjective, second, can you honestly tell me that you dont have any flaws? Common, this is just redicoulas, by the way they do test now to try to find out if there are any genetic conflicts with the parents before they have akid. For example they do it to try to prevent parkinsons diseas. They make the parent aware if there are any possibilities.

Maybe my condition above are to extreme. I'm messed up because I had crappy parents thats why I want regulation. Every dumbass who knows nothing about kids, doesn't even bother to read a freakin book, has mental problems and can barley even support themselves have the nerve to plot out one or more kids. Its a crime. Especially these poor country families who are just having kids to get free labor. Come on you know its true. I mean in order to drive you have to read a manual, and take a test. Why can't these people at least try to learn how to raise a kid properly, and show some mental and financial fitness. Adoptions are closly regulated so why should all the other kids be screwed up. I think mental beating drunks who make squat money and spend it all on themselves shouldn't be parents. We can't rely on a child or a person coming forward and saying these people are really fucking this kid up big time.
Yeah, but there examples of those who come from realy poor and broken households and make it to the top and become someone productive. The right to giving birth is probably the most important cival rights issue. It's some peoples hope and dreams to have kids and see them grow. Some even believe that's the reason why they are alive. I do agree that a drunk, mentaly unstable person should be the last to have a kid but it's something no one can prevent. They are doing amazing stuff with genetics these days. They are trying to prevent many genetic birth defects wich is good. Also people who have kids and neglect them should be severly punished for it by the system. I understand how some people wish they had better parents, but life is not fair. afterall, we didnt choose to be here to begin with.
To bad for all the people whose only reason to live is to have kids. Their selfish losers. How mindless. You live to have kids so your kids can have kids, etc....Where does the hell end. Have some guts and make the world a better place by not having kids, except it your rich and a normal human. Then someday everyone on Earth would be rich. As for the people who become great despite their crappy childhood, they were born with something special. They would have succeded no matter what. They are few. There are far greater people who are fucked up due to crappy parents and poverty.
Bottom line is that no one has a right to kill anyone so why the hell should they have a right to force anyone to exist. You have millions who were in an obliviously sweet state of non-existence without a care in the world and then they were forced to exist in a shit hole world. That is an atrocity. It would be nice if God or some higher power could make them exist for some moments in spirit form and show them their life, and then ask if they would like to exist. I am sure many would say thanks but no thanks. If people want to fight for their pathetic right to plop out the kiddies into their shit life then maybe some secret government agency could accidently release a special serum into all the drinking water everywhere that steralizes all, and the antidote can only be gotten by passing parental fitness tests. I bet you a good many wouldn't even try because they are lazy and wouldn't want to put effort into it. Its just to easy to screw any hog ass bitch, and then she plops out a kid. Then there it can sit like a dog that they pat on the head or beat down once in a while, and then if you whine later they rant and rave about how they cloth and feed you. Well your dam right you better have at least done that or child welfare would have kicked your lazy asses!
If te failures of communism taught us anything it is that even noble sounding (which this idea isn't) ideas will eventually be abused and corrupted by those in power.
Regulating who can have kids probably won't work. When I was born, my parents were married, well-educated, law-abiding citizens in their 30s with a decent income and no other kids. They didn't have any known serious genetic flaws. Yet I still turned out to be a scourge on society. (At least I sometimes aspire to be one.) No, the only way is to ban all people from having kids.
