Clarification: The 9/11 commision found no collaboration as far as the attack on September 11th, but there were intellegence meetings between Saddam's Iraq and Al-Qaeda members, in addition Saddam made an offer to allow Usama Bin-Ladden to live in and establish terrorist training bases in Iraq.
