I'd say she should play whichever way she's comfortable with. Most bass players don't use a pick, but I've seen some use them. I've never played a bass but I play guitar with my fingers. Whichever way feels right is probably best.

I'll go with fingers pretty much on principle, because when I was in a band, I felt that fingers produced the best range and quality of sound from the instrument.
