If another Ruler somewhere in the world killed 2 million people tomorrow Europe would still hate Bush, because he is a Redneck. They don't even like country people in their own countries. Stalin killed the most but Hitler had the most repercussions. Mengele was the sickest along with Pol Pot, Uday was one of the most brutal, Ted Bundy was one of the most sadistic. I'm surprised Mengele wasn't up there. That was one sick puppy. Torquemada is a likely candidate too, in my opinion. Pol Pot was pretty nasty he definately deserves his spot up there. I think there was some Japaneese doctor on par with Mengele that did equally horrific experiments, but I don't recall his name. Uday Hussein may take the prize for more recent times.
