It's Bush hands down. Nixion may of been a cheating liar crook, but he was good at it, Bush is just sad. Nixion was also the only President in the last 40 years along with Clinton to have a half way descent Foriegn policy. Nixion's Vietnamaiszation was a brillaint way to remove America from Vietnam and still look like we choosed to leave not that we were getting are butts whopped.
Nixon was at least good at foreign policy. Started relations with China, got out of Vietnam.

I'm not sure if it's possible to be worse than Bush. At least Nixon helped us get out of a war (as Bush did the exact opposite).
