Apparently, some people didn't read the description of the poll: "Which region/state of the U.S. has the most annoying accent?" France, Great Britain, Mexico, and Africa aren't regions or states of the U.S. (Though you may mean people of such dissents born/living as Americans.)
It is annoying, it was made up too, a derivative of the ol' black accent!

Northern Inner City Blacks have an accent so bad it sounds like they're talking an entirely different language. Blacks from the suburbs say they can't understand what they're saying either.
Yeah, actually it's the other way around regarding Southern speech and black speech. Since nearly all African-Americans are descendents of Southern slaves, their way of speaking is a derivative of learning to speak English from Southern whites.

btw the southern dialect was once closely related to the british dialect.

I think the northern mid-west has the ugliest accent. Too bad it wasn't an option. Dontcha know (barf).
I'm from Minnesota, and all I have to say is that the twin cities have a population of 3 million people, plus another 2 million in the surrounding metro area. That's makes for a pretty diverse mix of accents. So if you've ever seen the movie Fargo, don't assume that we all talk like that.
It's only like that in the far nort, don'tcha know.
