When it uses other nations and/or peoples as an excuse for their own failings. See Germany 1933 - 1945
When it's used as an excuse to deny others their Constitutional Rights. Example: The Patriot Act.

I think its when you start insulting other nations and tell them they are inferior to your own and refuse to listen to other cultures abd learn from them.
patriotism is a base, feeling for simple people. it is safe only until people start to use this feeling to persuade people that their actions should be affected by their pride in the love of their country.
