I doubt the two are connected in the way you suggest. King of the Hill was on before once a week. It's just been around enough now that a lot of reruns are being shown. If anything, its popularity is perhaps greater with Bush in office since the show essentially makes fun of Texas rednecks in every episode.

When Bush is speaking, the "B U S" is on display on a banner in the background. Bush's head is blocking out the "U" so he's framed by the letters "B S"

Uh, that's the same justification they had for Jim Crow laws that kept non-whites from voting. They gave literacy tests in some places. Of course not being able to read a ballot kinda keeps one from voting....
