It's a police code. But somehow it's turned into a time of day and a date. I'm sure the Earth's temperature increases by a degree every April 20, especially at 20 minutes past the hour.
to break up some myths regarding the mystical number 420, section 420 of the california state penal code regards the obstruction of entry on public grounds. other states have different section 420s, but none of them have anything to do with marijuana. 420 isn't a police radio code at all. when the Grateful Dead toured, they didn't always stay in room 420.
many people think that Harris/Klebold planned their attack on Hitler's birthday, which just so happens to be April 20th. personally, i think they were a couple of dumbasses who wouldn't have known what any historical figure's birthday was, and that they planned the attack for that date just because it was 4/20.

High Times did an article about it a few years ago. The first people to come up with it were a group of teenagers at a high school in San Rafael (my home town), just north of San Francisco, CA. I'm not sure if they used it as a random tag or how they came up with that particular number, but I do remember the conclusion of the article.
For the people who work the 7am to 3pm shift, which is many of us, get off work, get through traffic, get home, get a J rolled and kick back. 4:20 is the average time people light up.
I read the same thing Applerod. It was the time after school that they were all supposed to get together and go search for some bud plants that were growing out somewhere. They didn't find the plants but the time stuck as a nick for time to get high. 4:20pm. Time enough to get out of school, go home, grab a snack, jump on your bike and go meet yout friends.
