It's incredibly ballsy, yes, considering the operations going on at that 'base.' The height of irony (and some might say hypocrisy, too) considering the accusations of human rights abuse against Fidel Castro's regime. A case of, 'do as I say not as I do.'

Apparently the U.S has tried to give the Cuban Government money for "leasing" the land but the government says there is no lease.
