Interesting idea. When I was a kid some of the supermarket papers used to publish pictures of car crash victims (often right on the cover in gory black and white- I remember one paper that did was called Midnight). I'm not sure it had any effect though except to give the kiddies nightmares (myself included). It couldn't be any worse than some of the other pop-ups I've seen though.For the most part I'd like to see pop-ups done away with though (whatever the subject matter they're annoying as hell).

I can just imagine someone casually surfing the net when all of a sudden this grizzly image of the remains of a motorists face with a speech bubble telling you to slow down emerges from the bottom of the screen. He he!
Pop-up merchants and spammers should be locked up.

you can't equate drunk driving and speeding, the two do not go hand in hand. Certainly someone who is drunk might also be speeding, but a person who is speeding isn't nearly as dangerous as a drunk, speeding or not speeding. Inexperienced drivers who speed are also dangerous, but again, not nearly as dangerous as drunk drivers. I don't think you can lump 'speeding' into the same category as drunken driving nor can you attribute speeding to be nearly as dangerous as an inexperienced driver.
I can't think of a better alternative use for pop-ups than discouraging people from driving drunk - except, perhaps, encouraging people to vote. But Jappy is right - speeding and drunk driving are two separate issues. Of course, many drunk drivers ARE speeding (my brother was going over 100 mph when he crashed into a wall and died, loaded), but you should condemn the drinking - since that is ultimately the most reckless and dangerous behavior.
If you show pictures of dead victims you might be encouraging people to drive drunk.
i once read that german newspapers publish pictures of victims of horrific crashes on the autobahn to deter the inexperineced or impaired from driving fast. how cool is that? and yes they should put those on public view in all countries. the u.s. gov. throws millions at fighting marijuana when maybe 20 americans die of marijuana related lung cancer per year while thousands die in cars. what the hell is that about?
