They have lost hope of ever finding any intelligence on earth.
It's just a broadened version of the way some people think that any race or ethnicity other than their own must be better--like the way the men where I work go for foreign women. There are so many men where I work who marry foereign women. I have asked a few if they regret marrying out of their nationality. All have said they regretted it. I wonder if we too would regret socializing intimately with those of another galaxy.
