I don't think there are that many people who are old enough to vote or aren't U.S. citizens but if they could vote you still can't do that. If 20 million people vote it is because they care for and understand politics. If that other 80 million votes the only reason they'll be voting is because they don't want high taxes. They won't vote for the person who's better and in most cases they'll vote randomly for a candidate. I don't think that'd work well.
Just a thought: to all the people who say, "It doesn't matter who you vote for, just as long as you vote!" I ask, "WHY doesn't it matter?". While you chew on that for awhile, I'll derive amusement from people who think that choosing between two equally worthless candidates will suddenly start doing good, if only more of us are forced to do it. Or maybe you'll recall that the Soviet Union had a 99% voter turnout. Think there's a lesson in that?
Yeah, the candidate who does the threatening would definetly lose. Hence, no raising of taxes.
