They have to look like they're making progress without actually making any progress. Look we replaced these horrible chemicals weapons that kill you over the course of years with these humane conventional weapons that kill you right now.
The real fear may be that a lot of chemical weapons in crude form are relatively cheap to produce and can be hurled as a lethal defense into the most sophisticated line of offense. They are deadly and effective.
I think the fear is that masses of people can be killed in a horrible way by a 'clean', silent agent. Perhaps the accounts of gassing soldiers in World War I and concentration camp victims in World War II have something to do with it, too. BTW, have you ever read the poetry of Wilfred Owen (killed in WW1)? I highly recommend it. Great ballot.

Dolce et decorum est. I don't think beautiful poetry reaches the underground vaults and black hearts of the current crop of warmongers. Shame.
