Depends on what you mean by smarter. Rich Asian countries like Japan have educational systems way superior to ours, but whites were given the same opportunity you would find that the IQ gap, already smallish, closes up. Furthermore, you would see that Asians would perform better at right-brain tasks, i.e. visuospatial skills, whereas Whites would do better at verbal, left-brain tasks. So it's really a matter of different neurological profiles. Neither is exactly superior to the other.
"It was mainly the romans who civilized europe." So, the Romans were Huns or Chinese? You forget that the Roman Empire took peoples from literally Britain to the Sahara to the borders of Persia and brought them together culturally, socially, intellectually, and politically. So, eventually, even a backwater like Britain could become proclaim one of the greatest emperors as emperor (Constantine). There were Spanish emperors, Syrian emperors, Celtic emperors, emperors from North Africa. Say what you wil about the Romans, they weren't racist--as long as you joined them.
Personally, I doubt there's any serious statistical IQ deviations between similarly educated and acculturated whites and Asians. If Asian kids do better in school, it has a lot to do with a culture that values education, just like Jewish culture. If you're a fat, lazy white, black, or Hispanic welfare leech and you let your kids sit around all day watching MTV rather than studying hard several hours a day and/or reading, then, yeah, the little darlings will look fairly pathetic when tests of any kind get administered to them.
