Both are important, but I think liberty is slightly more important.
I say justice because a just society would inherently be a free one.
thc: Justice is, technically, amoral. It entails adherence to the Laws. Thus it depends upon what the laws are as to how much liberty there is.
Remember, Saddam Hussein was quick to dispense Justice, too.
He dispensed judgement, justice is something different to me. To me, justice is moral by definition.
Ah, there's a problem, then ... becase Justice is only as good as those who define/ enforce it.
Without the presence of justice, people would be able to commit crimes left and right, without having to face any consequences for their actions. Without justice, individuals and government would be able to do anything they/it wanted to. Following that model, you would, of course, be able to exact vigilante revenge on the people or government who wronged you, but the overall result would be total obliteration of society. Without liberty, you would not be free to achieve your goals or indulge in your pleasures. At some point, there would likely be an uprising against the stifling government. Liberty and justice must co-exist.
My favorite saying on this subject "The law is not necessarily just"
