Well, it is *primarily* because of those who do evil, but ... the point is still well taken.
But would they be able to continue with the evil if those who looked on, acted to stop it?
How can you stop evil when everyone cries for the rights of the ones responsible for the evil?
It's both
I agree. I read a study that was done that shows the *more* people present during a crime, the *less* likely anyone will intervene. The fact that *no one* is doing anything fortifies our belief that it is OK for *us* to do nothing. Acts of heroism happen most often when the hero is the only witness.
