Short hair ON women, on the other hand, can look well sexy in a tomboyish sort of way...
Just as long as there is NO hair on their legs, face or armpits.
If a woman has a certain shaped face, short hair can look cute but I prefer at least shoulder length hair.
Most women look to butch for short hair! some men look effeminate! I guess its more who you want to appeal to!
