I think this is a low priority. The major problems we face in education is not, as far as I know, teacher competence. They are, IMO: * Overcrowding * Extreme inequity in resource allocation and teacher pay, based on geography (socio-economic area) * Trying to cram too much into kids heads, from paranoic fear of preparing them for Business * Religious fundamentalists trying to control the curricula.

Also, schools cannot make up for problems caused by poverty and/or dysfunctional societies.
true schools can't change the home front but I think we really need to be sure of the teacher's own education.I had a lot of bad teachers, they couldn't have cared less if the students learned or not, only wanted a pay check, but I don't think even the liberals can blame Bush for this, he worked with you guys on the No Child Left Behind Act, remember?
As an ex lecturer, i was sent on regular courses to keep my skills and knowledge up to date, things change so quickly, a teacher who has been in the profession for some 20 years cannot teach up to date lessons without doing so.
Chances are if the teachers union disaproves it's probably a good idea.
I feel that teachers should be tested. My son's teacher says things like "It don't make no difference". A teacher who speaks that way should not be teaching. I also feel that teachers are not held in high enough esteem, and are not compensated enough for the responsibility they have.
Im a teacher and we get a once a year assessment done by the principal. He grades us on a scale fron 1 - 5. Five being lowest, on various things, if you get too many scores below 3 you dont get your biannual raise and you have to improve your score. However, I agree wit Cathexis that there are many more problems in the system which need more urgent attention. I teach in an inner city school and you wouldnt believe their reading skills, their parents dont care how they do and the cops would prefer to keep most of them in jail. we have a very hard time trying to keep the culture of the streets out of school and are failing miserably because of lack of support from parents and the community.
And our teacher's union is in support of annual assessment. Our union even sponsors training courses. If a teacher is a bad teacher, that does not mean that he/she has no knowledge of the subject, it just means that they are there to collect a paycheck and nothing else, and there are plenty of these bad weeds in the system. The question is, how do you identify and weed them out?
my civics teacher, who I'm sure cathexis would love, constantly put Bush down before the elections, I don't know what that has to do with the ballot question, but thought I would share that with you.
And most supervisors at work too. Most don't know how to do the jobs of the people they supervise.
