Most, if not all, the records of voters have been looted or destroyed.
It seems standing in line to vote or to become a registered voter again would be an application to be hit by a car bomb or denounced by neighbors to 'insurgents'.

so it's a no win situaion freedom_fries for the Iraqis, if they go out to vote they will be killed, if they stay home, the elections won't be considered legitimate

Let's wait and see who will prevail: the announced winners of the election or the wackos.
I don't believe the propaganda that 15 of the 18 provinces of Iraq are safe, but maybe something good will come out of the election.
