If they intentionally target noncombatants for the purpose of terrorizing their enemies population into capitulation, they're terrorists. If they attack soldiers and legitimate military targets in an attempt to force the other side to capitulate, they're freedom fighters.

As a bonus: if they intend to set up a free democractic government after they win, freedom fighters. If they intend to set up a dictatorship with themselves on top, terrorists.
