A thought-provoking question. Although ... it seems that it would be difficult to keep corrupting influneces away. e.g., if funded by government, then there is a potential for bias, there.
The question becomes ... hwo to adequately fund it, but keep that funding from being a source of manipulation ...?

well similar to the CRTC, funded by the government, but ran by citisens, the government has no say.

It would certainly give them an incentive to report the real news rather than unimportant but sensational crap.
I just think they would have some measures in place to keep out the idiots.
If not manipulated by the means of money, then whatever means that replaces it will only continue to the process of manipulation. Manipulation is a vicious cycle in the media, no matter the means that feeds it...
No because then the only way for it to exist would probably be as a government entity.
