Yes, it doesn't take much to get a sizable nuclear force nowadays.

And you can make a fairly effective military on a tight budget if you aren't concerned about the welfare of your men.

Besides, I believe teh Bush Administration knows North Korea is not a real threat. However, they will deploy forces in the area with a long-term goal of containing/ confronting China, at a later date.
