Yes, it doesn't take much to get a sizable nuclear force nowadays. And you can make a fairly effective military on a tight budget if you aren't concerned about the welfare of your men.
No. They are a shaky regime, in economic turmoil, hanging onto power by a thread, and scared spitless of an aggressive and belligerent United States.
Besides, I believe teh Bush Administration knows North Korea is not a real threat. However, they will deploy forces in the area with a long-term goal of containing/ confronting China, at a later date.

Kim Jong Il is bribed by the CIA to pretend to be an enemy of the United States, because it appears we're not going to be in Iraq much longer. It's kinda like the bribes the CIA gives to Iran.
