It means he is unaccustomed to being held accountable for words or actions.
And that he and Honesty have yet to develop even a casual relationship.

Think about what he said, 'ridiculous' and 'all options are on the table' therefore, he is saying an invasion is ridiculous, and an option, and has admitted what most people already know, that he is a ridiculous president.
The first sentence was for the liberals and the second sentence was for the conservatives.
Not that Bush is a flip-flopper or anything.
It's rediculous that we are going to invade any time soon.
ALL options are on the table, like diplomacy, other ways to deal with them.
^Kind of like diplomacy was on the table with Iraq, right?
