Bush has gone to Europe, where HE hosted a dinner for Chirac, and met with German Chancellor Schroeder and Russian President Putin. Also, publicly, Bush's visit is to the European Union, the first American President to pay a state visit to this pan-Europe governing body.

Is Bush going to the Europeans a sign that his first term policy of unilateralism and hostility toward Old Europe was wrong?
