I think the problem with a flat tax as Republicans have pushed it is that it doesn't do away with regressive taxes like sales tax, payroll tax, gas taxes, etc. So it ends up being another tax cut for the rich and tax hike on everyone else. If you could wipe all those taxes out and just pay one flat tax on your income, that seems to be to be pretty fair.
No income taxes. People pay for what they use directly.
Tax all foreigners living abroad.
Taxes should come from use whenever possible: tax gas to pay for roads for example. To pay for everything else we should have a flat transaction tax, it's automatic like a sales tax but applied every time money changes hands (trading stocks, paying an employee, buying a burrito at taco bell, etc). This system was invented by an economist and it looks pretty logical; a tiny percentage of every dollar you spend (I think it came to about .6%) would be automatically taken by the government. It would pretty much wipe out the IRS and all it's expenses, and largely eliminate loopholes and tax evasion. Besides which you don't have to file your taxes every year.
Cut out all the loopholes- right on the nail!
