Doesn't it seem odd that we punish people for breaking laws, but never reward them for obeying those laws? Seems awfully one sided dosn't it? How about a system of rewards to coincide with the system of punishments. Wouldn't it be nice to be driving along at the speed limit and have a cop pull you over and say, "Hey buddy, you were driving the speed limit, and I'm going to write you out a check!"?

Yes, I'm a law abiding citizen and I want my reward.
No, obeying the law is it's own reward (or some crap like that).
No, I never obey laws, so it wouldn't effect me anyway.
Yes, I'm a criminal, but I promise to be nice if you bribe me.
