Hard for me to say because I never liked the guy in the first place. But I think it may have to do with the overall picture. Bush has been in office for over 4 years now and I don't see the results of what he has done outside of his initial tax breaks. I think some people see that the country is more divided and whether they believe that he tried to change things for the better or not they probably do see that this country isn't as strong when division is so bad. Congress is a mess with both sides pushing so hard to make sure the other doesnt get "their way" its ridiculous. Lets say for instance that Bush was doing a lot of good things but was causing huge rifts, that still isnt productive, just like any business in life, you may be a great worker but if you cause more harm then good, you are out.
Maybe Americans are clueing in to the current administration's efforts to control public opinion - through fake news, lies, more lies, and more fake news.
His apporval rating stays the same. Just that some people won't vote on those polls. Example: Idiots who voted for him on November second will support him no matter what. If the no longer support him then they are good for nothing hypocrites.
People are finally figuring shit out! Oh and the gas prices don't help...
