Hmmm. Not sure. IMO, anything that breaks the poverty cycle will be useful in 85% or so of the cases. Now, some crimes may not be applicable (e.g., pedophilia, rape, etc.).
One more bad idea from the System. Education doesn't neccessarily result in reform for criminals.
What if I already have a degree? What if I used my knowledge of chemistry to synthesize LSD?
