If the people in your country wanted a cleaner environment, the government would have to provide it (or they'd not be voted in again). So it's primarily the people.
I think that too dingle
The people have been brainwashed by the politicians, who are in turn paid for by the oil companies. It's a tragedy.

The energy policy of the U.S., and the rest of the planet for that matter, has been to officially acknowledge the need for alternative fuel sources, and to do little or nothing to create and implement that policy. The past 30 years of energy policy has done little to move us to independence from foreign oil. A huge part of the problem is our willingness to accept escalating carbon-based fuel costs. Another significant factor is the influence which Big Oil has on our legislative and executive branches of government achieved via various contribution schemes. There does seem to be light at the end of this tunnel. We are starting to see hybrid vehicles, experimental fuels (which run the car and pollute less), and a fairly large number of serious efforts by the car industry to move away from hydrocarbons. These changes are not due to any sort of ethical conversion by car manufacturers, but the simple economics of the present fuel prices, and a dwindling supply of oil. If you want to stay in the vehicle game, it is becoming clear that you will have to move toward alternative fuels. These changes are being forced on car manufacturers, not by the government, which they have under control, but by the realities of the marketplace. Same as it ever was.
We the people, in order to form a more perfect union, need to start kicking a$$ and taking names inside the Beltway. We need to let these prime jacka$$es know that WE pay the bills, that WE put them in office, and it's high time that they realized that WE should have FIRST, LAST and EVERY OTHER say-so in between.
Both political parties are at fault. But then that's the nature of politics. Grease enough palms with enough cash and you can always get what you want. The Oil Lobby makes sure the Alternative Fuel progrmas are underfuned, and sidetracked out of existence. Or else they use the fact that any alternative fuel would have to be distributed thru their network of service stations, to block any large scale distribution of Alternative Fuels. If you can't GET the Alternative Fuel on a reliable and regular basis, people will not make the switch to it. So the Oil Lobby's strategy is to throw as many roadblocks in the way of Alternative Fuels so that none of the will ever achieve widespread use or acceptence. That people have NOT CHOICE but to use their product. OIL!
We'd be fine if we started building nuclear reactors again.
Starts with Oil Companies; extends to those who were bribed/ bought, then to thse who were gulled/ fooled.
