The figures are staggering. For example, if we could raise our gas mileage across the board by 1 mile per gallon, we wouldn't need to drill in the Arctic. If we could increase mileage by 6-7 miles per gallon, we could eliminate our reliance on foreign oil COMPLETELY. So, why didn't Bush mention conservation? It would make him seem stupid for giving tax breaks to SUV owners. Americans don't want to be told to scale back, even in times of crisis. He just plain didn't think of it.
