Well, from a strictly legal perspective, it's GWB. The manifest reality is that he doesn't have enough brains to blow his nose, and the next best guess for who is most influential is Karl Rove. I'd imagine Laura gets her licks in, too. Cheney may have some influence, but I see him more as the watchdog of the far right, and less influential than Condoleeza Rice.
